TOWN OF OLD SAYBROOK
WARNING OF
SPECIAL TOWN MEETING WEDNESDAY, OCTOBER 2, 2013
AND REFERENDUM VOTE THURSDAY, OCTOBER 10, 2013


        The electors and those persons eligible to vote in town meetings of the Town of Old
Saybrook, Connecticut, are hereby warned and notified that a Special Town Meeting will be held
in the Old Saybrook Middle School Auditorium, 60 Sheffield Street, Old Saybrook, Connecticut
on Wednesday, October 2, 2013 at 7:00 P.M. for the following purpose:

        ITEM 1. -  To discuss a Resolution:

(a)     To appropriate $9,995,000 for the construction of a new Police facility at
36 Lynde Street and a driveway to Main Street for the new Police facility, in
accordance with the Old Saybrook Police Department Conceptual Budget Report
prepared by Downes Construction Company dated July 29, 2013, as revised and
endorsed by the Police Building Committee on August 12, 2013 (the “Report”).   

(b)     To finance said appropriation by issuing the Town’s bonds, notes or
temporary notes in an amount not to exceed $9,995,000;
(c)     To authorize the Board of Selectmen, First Selectman and Treasurer to
issue the bonds, notes or temporary notes;

(d)     To take actions under applicable Internal Revenue Service regulations to
allow the Town to issue the bonds, notes or temporary notes on a tax-exempt
basis; and

(e)     To authorize the Board of Selectmen to appoint or reappoint a building
committee for the project and authorize the First Selectman and other Town
officials to execute and deliver contracts and documents, apply for grants for the
project and to take all other actions necessary to complete the project and issue
the bonds, notes or temporary notes to finance the appropriation.

                Copies of the Report and the full text of the Resolution are on file and available
                for inspection at the Office of the Town Clerk.


        ITEM 2. -  To discuss a Resolution:

(a)     To appropriate $3,900,000 for the replacement of the roof at Old Saybrook
Middle School and the windows and doors at Goodwin School, and the
reconstruction of the tennis courts and track at Old Saybrook High School, in
accordance with the preliminary State grant reimbursement forms and cost
estimates on file at the Board of Education offices (the “Project Documents”).  

(b)     To finance said appropriation by issuing the Town’s bonds, notes or
temporary notes in an amount not to exceed $3,900,000;

(c)     To authorize the Board of Selectmen, First Selectman and Treasurer to
issue the bonds, notes or temporary notes;

(d)     To take actions under applicable Internal Revenue Service regulations to
allow the Town to issue the bonds, notes or temporary notes on a tax-exempt basis; and

(e)     To authorize the Board of Selectmen to appoint or reappoint a building
committee for the projects; to authorize the Board of Education and
Superintendent of Schools to apply for and accept grants for the projects; and
authorize the First Selectman and other Town officials to execute and deliver
contracts and documents and to take all other actions necessary to complete
the projects and issue the bonds, notes or temporary notes to finance the
appropriation.

Copies of the Project Documents and the full text of the Resolution are on file and
available for inspection at the Office of the Town Clerk.


        ITEM 3. -  To discuss a Resolution:

(a)     To appropriate $1,200,000 for the construction of a turf field at Old
Saybrook High School, in accordance with the preliminary State grant
reimbursement forms and cost estimates on file at the Board of Education offices
(the “Project Documents”).  

(b)     To finance said appropriation by issuing the Town’s bonds, notes or
temporary notes in an amount not to exceed $1,200,000;
(c)     To authorize the Board of Selectmen, First Selectman and Treasurer to
issue the bonds, notes or temporary notes;

(d)     To take actions under applicable Internal Revenue Service regulations to
allow the Town to issue the bonds, notes or temporary notes on a tax-exempt
basis; and

(e)     To authorize the Board of Selectmen to appoint or reappoint a building
committee for the project; to authorize the Board of Education and Superintendent
of Schools to apply for and accept grants for the project; and authorize the First
Selectman and other Town officials to execute and deliver contracts and
documents and to take all other actions necessary to complete the project and
issue the bonds, notes or temporary notes to finance the appropriation.

Copies of the Project Documents and the full text of the Resolution are on file and
available for inspection at the Office of the Town Clerk.


        The Moderator shall adjourn the Special Town Meeting at its conclusion and, pursuant to
the Town Charter and Connecticut General Statutes Section 7-7, the vote on the Resolutions
under Item 1, Item 2 and Item 3 shall be submitted to a vote upon the voting machines or the
ballot on Thursday, October 10, 2013 between the hours of 12:00 P.M. (Noon) and 8:00 P.M.
 The Resolutions shall be placed upon the voting machines or the ballot under the following
headings:
                        
        QUESTION 1.  SHALL THE TOWN OF OLD SAYBROOK APPROPRIATE
       $9,995,000 FOR THE CONSTRUCTION OF A NEW POLICE FACILITY AND
       RELATED IMPROVEMENTS AND AUTHORIZE THE ISSUANCE OF BONDS
        AND NOTES IN AN AMOUNT NOT TO EXCEED $9,995,000 TO FINANCE
       THE APPROPRIATION?
        
        Voters approving said Resolution will vote "Yes" and those opposing said Resolution
       will vote "No".


        QUESTION 2. SHALL THE TOWN OF OLD SAYBROOK APPROPRIATE
       $3,900,000 FOR THE REPLACEMENT OF THE ROOF AT OLD SAYBROOK

        Voters approving said Resolution will vote "Yes" and those opposing said Resolution
       will vote "No".

        QUESTION 3. SHALL THE TOWN OF OLD SAYBROOK APPROPRIATE
       $1,200,000 FOR THE CONSTRUCTION OF A TURF FIELD AT OLD SAYBROOK
       HIGH SCHOOL AND AUTHORIZE THE ISSUANCE OF BONDS AND
       NOTES IN AN AMOUNT NOT TO EXCEED $1,200,000 TO FINANCE THE
       APPROPRIATION?

        Voters approving said Resolution will vote "Yes" and those opposing said Resolution
       will vote "No".


        Voting will be in the Old Saybrook High School Gymnasium, 1111 Boston Post Road,
Old Saybrook, Connecticut.  Persons qualified to vote in town meetings of the Town of Old
Saybrook who are not electors shall also vote in the Old Saybrook High School Gymnasium,
1111 Boston Post Road, Old Saybrook, Connecticut.  Absentee ballots will be available from the
Town Clerk's Office.
